The Literacy-Based Promotion Act requires 3rd graders to pass a 3rd grade reading assessment to demonstrate they are ready for 4th grade reading instruction. The assessment covers the Mississippi College- and Career-Ready Standards of reading for foundational skills, informational text, literature, and language. Starting in the 2016-17 school year, the reading portion of the Mississippi Assessment Program (MAP) English Language Arts (ELA) test will be used to determine 3rd grade promotion/retention.

This multiple-choice test is given online via a computer or tablet in a child’s school. A student scoring at the lowest achievement level in reading will be given two opportunities to retake the test using the 3rd Grade Reading Summative Alternative Assessment.

If the score does not improve, the student will not be promoted to 4th grade, unless the student qualifies for one of the good cause exemptions specified by law.
